Hawkeye made the decision without hesitation.

Dr. Serizawa reviewed Godzilla's activity patterns over and over again, trying to find a new Titan.

In two months, it would be time for Monarch to apply for Funding.

If they couldn't find anything of Value, then when facing the World Security Council's questioning, Monarch would have to submit a very poor report.
